The Lagos Metropolitan Area Transport Authority (LAMATA) today hosted the Third Stakeholder Engagement Forum on the development of the Lagos Freight Policy and Regulatory Framework, reaffirming its commitment to creating a modern, efficient, and sustainable freight transport system for the state.

The forum, themed “Smart Freight for a Thriving Lagos,” is funded by the French Development Agency (AFD) and implemented by FAOCON in partnership with Innovative Transport Solutions (ITS).
Speaking on behalf of the Managing Director of LAMATA, Engr. Mrs. Abimbola Akinajo, FNSE, the Head of Bus Services, Dr. Kemi Amure, underscored the importance of developing a secure, integrated, and sustainable freight transport system capable of meeting the logistics demands of Africa’s fastest-growing megacity.
She noted that, as Nigeria’s commercial and economic hub, Lagos continues to experience increasing freight movements, which place significant pressure on road infrastructure and contribute to traffic congestion. According to her, addressing these challenges requires more than infrastructure expansion.
“Developing an efficient freight system demands sound policies, effective regulation, strong institutional collaboration, innovation, and sustainable financing. This framework is designed to provide a coordinated approach that will support economic growth while improving mobility and protecting the environment,” she said.
Dr. Amure explained that the Lagos Freight Policy and Regulatory Framework will establish clear regulatory guidelines, promote the adoption of digital freight management platforms, strengthen institutional coordination, and align with the Lagos State Development Plan (2022–2052) and other strategic transport initiatives.
The stakeholder forum brought together representatives from government agencies, development partners, professional bodies including the Chartered Institute of Logistics and Transport (CILT) and the Chartered Institute of Transport Administration of Nigeria (CIOTA), academia, the private sector, and civil society organisations. Their participation is expected to ensure that the policy framework is inclusive, practical, and responsive to the evolving freight transport needs of Lagos.
The engagement forms part of LAMATA’s broader efforts to develop a resilient, technology-driven freight transport ecosystem that supports economic competitiveness while enhancing the quality of life for residents through safer, more efficient, and environmentally sustainable logistics operations.
